Panasonic Industry Europe has confirmed that its wireless modules are fully aligned with the newly adopted European Radio Equipment Directive (RED) standard EN 18031-1:2024.
Effective 1 August 2025, all wireless devices placed on the EU market must comply with the cybersecurity requirements outlined in the RED. This update serves as a binding precursor to the Cyber Resilience Act (CRA), which aims to enhance the security of digital products across the supply chain and protect consumers from vulnerabilities in connected devices, including IoT products.
The recently adopted delegated act strengthens the EU’s cybersecurity framework for radio equipment, requiring all wireless devices marketed within the EU to conform to these updated standards.
Understanding EN 18031-1:2024 and Its Compliance Implications
EN 18031-1:2024 is the harmonized standard for demonstrating conformity with Articles 3.3 (d), (e), and (f) of the RED. These articles are now critical for wireless device manufacturers seeking market access in the EU:
Article 3.3 (d): Network Protection
Devices must not degrade network performance or misuse network resources.
Article 3.3 (e): Privacy Protection
Devices must ensure the protection of personal data and user privacy, regardless of internet connectivity.
Article 3.3 (f): Fraud Prevention
Devices must incorporate safeguards against fraudulent activities, particularly those involving financial or virtual currency transactions.

To align with EN 18031-1:2024, manufacturers should:

Many of Panasonic’s wireless modules are already compliant with EN 18031-1:2024 without requiring any hardware or software modifications.
Since Panasonic’s wireless modules are supplied without embedded software or firmware, a Threat Analysis and Risk Assessment (TARA) determined that Article 3.3 (d) applies only to a limited number of modules, listed below.
